GOVERNING BOARD – CHAIR, DEPUTY CHAIR AND MEMBERS 

Portable Long Service Benefits Authority

Newly Established 

Applications are invited for membership of the Governing Board of the Portable Long Service Benefits Authority (PLSBA) including a Chair, Deputy Chair and six ordinary members.

Under new legislation, a portable long service benefits scheme is being established for the community services, contract cleaning, and security sectors and comes into operation on 1 July 2019. The independent statutory body (the Authority) will work with the Board to administer the scheme. While the Authority will be based in Bendigo, Board meetings may be held in other locations.

The Governing Board has specific responsibility for the governance, strategic planning and risk management for the Authority, including setting the levy to be paid by relevant employers and contract workers.  The Board is also responsible for advising the Minister in relation to long service benefits affecting employees working within the three industries including reciprocal arrangements with other similar schemes.

A Chair and Deputy Chair will head the Board, neither of whom may represent an organisation representing employers or employees for a covered industry, but whom have the necessary skills, qualifications or experience for the roles. Three persons will be appointed to represent unions that have an interest in a covered industry, and three persons appointed to represent employers of a covered industry – delivering equal representation for employers and employees.  Through current or previous board experience, the members must collectively bring skills or experience in legal practice, finance and accounting, governance in public administration, and the administration of funds and investments.
