Mine Land Rehabilitation Authority Board: Chairperson, Deputy Chairperson and Members

The Minister for Resources is seeking nominations from suitably qualified and experienced persons to fill four positions on the Mine Land Rehabilitation Authority Board: chairperson, deputy chairperson and two other members. The terms of appointment for members are due to commence on 30 June 2020.

The Victorian Mine Land Rehabilitation Authority board is established under Section 84AG of the Victorian Mineral Resources (Sustainable Development) Act 1990. In accordance with the Act, the Board is responsible for the governance, general policies and strategic direction of the Authority.

The functions of the Mine Land Rehabilitation Authority include:

  • Coordinate rehabilitation planning activities, and monitor and evaluate their implementation and effectiveness
  • Monitor and evaluate the implementation of the Latrobe Valley Regional Rehabilitation Strategy (LVRRS)
  • Carry out strategic audits of public sector bodies and declared mine licensees in relation to the implementation of rehabilitation planning activities and the LVRRS
  • Engage with the community, licensees, other stakeholders and public sector bodies in relation to the rehabilitation of declared mine land
  • Inform and educate the Victorian community about the planning for the rehabilitation of declared mine land and the regional rehabilitation strategy
  • Establish and maintain a register of declared mine land
  • Provide for the preservation of relevant records and information in respect of registered mine land
  • Ensure the monitoring and maintenance for registered mine land is carried out
  • Rehabilitate, monitor, maintain and manage registered mine land in accordance with the relevant post-closure plan
  • Monitor and evaluate risks posed by geotechnical, hydrogeological, water quality or hydrological factors for declared mine land
  • Purchase, acquire and dispose of declared mine land or land in close proximity
  • Provide advice and recommendations to the Minister for Resources in relation to possible changes to the regulatory framework, outcomes of stakeholder engagement, planning for the monitoring and completion of the rehabilitation of declared mine land, planning for the monitoring and maintenance of declared mine land that has been rehabilitated
  • Carry out investigations and provide advice, reports and recommendations on matters referred to the Authority by the Minister

Applicants will be shortlisted on the basis of expertise, qualifications or experience in three or more of the following areas: 

  • strategic and adaptive leadership
  • audit and risk management
  • law, regulatory compliance
  • financial management & accounting
  • public administration
  • corporate governance, board experience
  • land use planning, planning law
  • local government
  • community and stakeholder engagement
  • rural and regional affairs
  • natural resources management
  • mine engineering and operations
  • agriculture, farming
  • tourism and economic development
  • land care and ecological regeneration
  • integrated water management
  • commissioning and evaluating research
  • environmental sciences (e.g. hydrogeology)
  • emergency management
  • information and knowledge management.

Candidates for the chairperson and deputy chairperson positions must also have experience relating to mine rehabilitation.

SELECTION PROCESS AND CHECKS

All applications will be assessed against the relevant areas. A selection panel will shortlist applicants and conduct interviews.

Shortlisted candidates will be required to undergo probity checks, including a national police check. They will also be required to declare any private interests and awareness of any potential conflicts of interest. Recommendations of suitable candidates will be provided to the Minister for Resources for consideration. All appointments are made by the Governor in Council.
