Independent Members – Audit and Risk Committee (Labour Hire Licensing Authority)

About Us

The Labour Hire Licensing Authority (Authority) was established under the Labour Hire Licensing Act 2018 (Vic) (Act). Pursuant to the Act, the Authority is constituted by the Commissioner with the objectives to:

  • protect workers from being exploited by providers of labour hire services and hosts; and
  • improve the transparency and integrity of the labour hire industry.

The Victorian labour hire licencing scheme was developed in response to the independent Victorian Inquiry into the Labour Hire Industry and Insecure Work which uncovered widespread abuse and exploitation of workers across Victoria.

The scheme aims to make things fairer for labour hire workers by bringing a new level of integrity and scrutiny to the labour hire sector and ensuring workers are kept safe from exploitation.

Under the scheme, providers of labour hire services are required to hold a licence and hosts are only allowed to use licensed providers.

Civil penalties will be imposed upon providers and users of labour hire services who obtain services from anyone other than licensed providers.

The role

Victorian public sector agencies are required to appoint an audit committee under the standing directions of the Minister for Finance and the Financial Management Act 1994 (Vic).

The Authority is establishing an Audit and Risk Committee (Committee), responsible directly to the Commissioner, to oversee and provide advice on governance, risk management, audit and control assurance activities, monitoring of financial reporting and performance and statutory compliance obligations.

The Committee will meet at least four per annum. The term of appointment for Committee members is three years.

Committee members will be remunerated in accordance with the Victorian Government's Appointment and Remuneration Guidelines.

The Authority seeks expressions of interest from suitably experienced and qualified individuals who have a strong knowledge of financial management and reporting, governance, and internal and external audit practices as related to the Victorian Public Sector.

Successful candidates will be expected to demonstrate integrity, objectivity, accountability and independent judgment. Relevant academic and professional qualifications are essential.

A selection panel will short-list applicants. Applicants may be required to participate in an interview.
